El DNI es suficiente para visitar y registrarse como residente en los países miembros del EEE y Suiza. También puede utilizarse para visitas de corta duración en el resto de Europa (excepto Bielorrusia, Rusia y Ucrania), así como en Georgia, Montserrat (máximo 14 días), Turquía y viajes organizados a Túnez.

La iniciativa de crear un nuevo DNI partió de Francisco Franco, que obtuvo su primer DNI en 1951. El primer grupo de personas a las que se les exigió el DNI fueron los presos y las personas en situación de fianza, arresto domiciliario o libertad condicional. El siguiente grupo requerido fueron los hombres que tenían que cambiar frecuentemente de casa por su trabajo, luego las personas que vivían en ciudades de 100.000 habitantes y más, después las personas de ciudades entre 25.000 y 10.000 habitantes, y así sucesivamente hasta que toda la población tuviera un DNI[3].
